Thousands of Arkansans could soon receive financial assistance to purchase an electric bicycle through a new regional incentive program aimed at reducing emissions, improving mobility, and expanding access to alternative transportation.
The Arkansas Tri-Region E-Bike Incentive Program will provide vouchers to residents in Central Arkansas, Northwest Arkansas, and the Fort Smith region. The initiative is funded through a $7 million Environmental Protection Agency Climate Pollution Reduction Grant and is expected to distribute at least 5,844 e-bike vouchers over the next two years.
The program is being administered through a partnership that includes Metroplan, the Northwest Arkansas Regional Planning Commission, the City of Fort Smith, Trailblazers, and program administrator APTIM. The effort represents one of the largest e-bike incentive programs in the South.
How the Program Works
Beginning July 6, 2026, at 9 a.m., eligible residents can register through the program’s online portal. Registration will remain open throughout the program’s duration, with periodic voucher selection events scheduled through 2027.
Unlike a first-come, first-served rebate program, vouchers will be awarded through a randomized drawing process. The first selection event is scheduled for July 21, 2026, with additional rounds expected in October 2026 and April 2027.
Residents selected during a drawing will be invited to complete a full application and provide documentation verifying residency and, if applicable, income eligibility.
Successful applicants will receive vouchers that can be redeemed at participating bicycle retailers for the purchase of a qualifying e-bike. Previously purchased e-bikes are not eligible for reimbursement.

Voucher Amounts
The program will offer two incentive levels:
- $700 vouchers for eligible residents
- $1,200 vouchers for income-qualified residents
To ensure broad access, 60 percent of available funding has been reserved for income-qualified applicants. Program organizers say this approach is intended to help lower-income households benefit from transportation savings while expanding access to active transportation options.
Who Can Apply?
Residents living in the following Arkansas counties are eligible:
- Benton
- Crawford
- Faulkner
- Franklin
- Grant
- Lonoke
- Madison
- Perry
- Pulaski
- Saline
- Sebastian
- Washington
The program also includes residents of Le Flore and Sequoyah counties in Oklahoma, which are part of the Fort Smith metropolitan area.
Applicants must be at least 18 years old and reside within one of the participating counties. Additional eligibility requirements will be verified during the full application process.
More Than Recreation
While Arkansas has become nationally known for its trail systems and cycling destinations, program leaders emphasize that the initiative is focused on transportation as much as recreation.
E-bikes can help residents commute to work, run errands, connect to public transit, and reduce dependence on automobiles for short trips. They also provide mobility options for older adults and people who may find traditional cycling challenging.
The program aligns with ongoing investments in bicycle and pedestrian infrastructure across the state, including the Arkansas River Trail in Central Arkansas, the Razorback Greenway in Northwest Arkansas, and growing trail networks in Fort Smith and surrounding communities.
Research from similar programs around the country has shown that e-bike owners often replace a significant number of vehicle trips with bicycle trips, reducing transportation costs and greenhouse gas emissions while increasing physical activity.

Supporting Local Bike Shops
Another goal of the program is to strengthen local bicycle retailers.
Voucher recipients will purchase their e-bikes through participating retailers rather than through online vendors, helping keep program dollars in local communities while ensuring customers have access to service, maintenance, and support after the sale. Program administrators are currently working with retailers throughout the three regions to participate in the initiative. The list is expected to be released in July.

For Arkansas cyclists, transportation advocates, and residents interested in reducing fuel costs, the Arkansas Tri-Region E-Bike Incentive Program could make electric bicycles significantly more affordable.
With nearly 6,000 vouchers expected to be distributed and funding prioritized for lower-income households, the initiative represents a major investment in active transportation and sustainable mobility across much of the state.
Registration opens July 6, with the first voucher drawing scheduled for July 21.
